The Specialist: Learning and Development is responsible for overseeing and delivering training.
Significant Performance Domains
Policy Analysis and Execution
Assist in the creation and execution of departmental policies, procedures, and procedures.
Maintain current knowledge of efficient policy and practice implementation tactics.
Handle training needs.
Perform a training needs analysis in accordance with the PDP (Personal Development Process).
Choose, create, and/or locate the best instructional solution.
Verify that all logistical training arrangements are in order.
Plan and carry out formative and summative evaluations
Assess the necessary efficiency and effectiveness of learning solutions.
Where necessary, make training easier.
Legislative Compliance.
Establish benchmark standards for learning and development that could be implemented in the future in the RAF.
Stay informed about legislative changes.
To guarantee adherence to the aforementioned changes, develop the necessary strategies and methods.
Implement WSP to guarantee that developmental requirements are met.
Keep training interventions in line with regulations.
Establish SLA with service providers.
Assess training interventions.

Implement all operational learning interventions uniformly across the company.
Training calendar and toolbox management.
Handle the training schedule for every RAF office.
Manage and enter new case information and content into the learning and development toolkit.
Administration and Reporting
Prepare and submit regulatory reports as needed to update progress and/or inform management decisions.
Guide the process through the alignment of the documents to the overall RAF's strategy, and create reports/procedures.
Create useful reporting systems for project, performance, or management reporting.
Prepare reports, briefings, presentations, proposals, and other materials, and offer management data verbally as well as in written form.
Maintain training records, such attendance registers and training evaluation forms.
Participate in the Skills Development Committee (SDC) as a member.
Make sure that learning solutions align with the National Skills Development Strategy.
Make sure that the implementation of learning solutions is consistent with the Annual Training Report and Workplace Skills Plan.
Attend SDC meetings.
Stakeholder Administration
Take the lead in facilitating and regulating communication with all parties involved, both inside and outside the organization, regarding investments, and in actively and continuously managing these interactions.
Maintain relationships with procurement teams, service providers, or vendors, and make sure that every item bought is properly invoiced and paid on time.
Interact with stakeholders at all levels of contact.
Represent the Fund at relevant external activities and events.
Financial management
According to the business plan, manage the budget.
Adhere to the financial and procurement departments' and the PMFA's budget limitations.
Assess the budget management and cost optimization of training.
All internal programs are evaluated and moderated.
Create evaluation and other standards for internal initiatives.
Moderate Assessments, in accordance with SAQA's guidelines for moderation.
Qualifications
A bachelor's degree or higher diploma in a related field.
Experience
At least two years of experience in your field of specialization, plus five to seven years of relevant training and facilitation experience.
